refactor: audit x/bank package changes in 0.47 release

Notes:

• I don't understand why we need MigrateGenState (cc @dwedul-figure). There should never be a need to modify genesis state for new code.
• I don't understand why getSendEnabledOrDefault needed a function arg for default values. Just get the the default value and pass it in.
