R4R CCI: Add tags for every version in docker repo

• Every version change will have its own docker image, ready to be pulled by clients

• CircleCi configuration push those tags, or override them if already present

• Targeted PR against correct branch (see CONTRIBUTING.md)

• Linked to github-issue with discussion and accepted design OR link to spec that describes this work.

• Updated relevant documentation (docs/)

• Added entries in PENDING.md with issue # n/a

• rereviewed Files changed in the github PR explorer
