Summary

Allow multiple subject client id's to be updated by a single substitute in a single governance proposal.

We should check the gas used by 1 client in a period of 3 weeks of constant updates (every block). This will inform whether we should implement some gas checker in the proposal handler to update as many subject clients as possible and abort in subject clients where too much gas would be consumed.

We have decided to push for atomic governance proposals instead of increasing the complexity here
