release v2.4.x: bump to SDK v0.45.10, prepare changelog for v2.4.2 patch release

We are discontinuing v2.1.x, v2.2.x, and v2.3.x. These release lines have been around for quite a long time (over a year). The SDK bump uses a newer go version and bumping the go version is potentially state machine breaking. For this reason, chains can use the replace statement to continue using these ibc-go versions, but should upgrade to supported ibc-go versions as soon as possible
