[DONOTMERGE] chore: add 668 functions to solomachine client

Description

Adds #668 functions to the solomachine client and refactors CheckHeaderAndUpdateState() and CheckMisbehaviourAndUpdateState() to use the the added functions internally. This ensures we're covering the same code in tests.
