В модуле менеджера обработки "УИ_КонсольHTTPЗапросов" в функции "ДанныеСохраненияИзСериализованнойСтроки" в строке "ТекстовыйДокумент.Прочитать" добавляем принудительное использование кодировки UTF8 ТекстовыйДокумент.Прочитать(ДанныеФайла.ОткрытьПотокДляЧтения(), КодировкаТекста.UTF8);
Настройки сохраняются и открываются без проблем.
