Description

• update Lint and Test GitHub Action workflow
  • update actions to latest versions
  • use Node 14 instead of 12
  • add comments with links to documentation
  • use 2 spaces instead of 4
• remove Publish GitHub Action workflow
  • hasn't been active for quite some time (targeted wrong default branch)
  • given fragility of current codebase, better for publishing to be manual
