Since on Windows we already use hardcoded short time zone names from tzdata based on
windowsZones.xml
, we also include the IANA to Windows mappings themselves, all without linking against libicu at runtime.This does not support historical time zone transitions yet. That must be handled separately by switching to
LibC::DYNAMIC_TIME_ZONE_INFORMATION
(see #13518).
