Fix parsing of events

Fixes #2359 and fixes #2362

I didn't update the solc parsing in #2219 and it was working fine for simple events, the problem is when you had to use the context to find variable. You will see that i modified in scope the events to be a set for the same reason as functions, events can be overloaded and we dont have the full_name (the args are not parsed yet) in parse_top_level_items
