fix develop build: remove network/index.ts

• should fix the binary build in develop, broken by use typescript in driver #5383

• not sure why Appveyor passed when Circle failed without this change: https://ci.appveyor.com/project/cypress-io/cypress/builds/28213915/job/kvwq1dog397up3cn

• unfortunately there is no way to test since Appveyor passed without this change, and only appveyor build the binary with commit message [build binary]
