Description
This PR builds on #281 and just adds a task and variables to install pyenv dependencies.
The previous PR works fine on Ubuntu 14 and 16, but not on Ubuntu 18.04
This PR is required for Atmosphere to run on Ubuntu 18.04 in addition to upcoming PRs to Clank, Atmosphere, and Troposphere to add systemd capabilities.
