Installer: toggle.msi

The stand-alone toggle.exe file is also available, and can be used without installation.

Changes:

• Command line configure options: /DARK, /LIGHT, /TOGGLE. Combine with /EXIT for a single-use tool.
• Remove option to close an existing process.
• Auto-start toggle is less sensitive and matches only the prefix.
