(timing) added option to create restart dumps if we go > 24h without a dump #352

Type of PR:
modification to existing code

Description:
This will permit the creation of restart dumps to prevent there from being >24h (by default) between dumps. Unlike the previous version, this does not affect the numbering of dumpfiles at integer numbers of dtmax's

Testing:
Manually tested dtmax decrease (internal for restarts & external for density increases) for both global & individual dt for clean & restarted runs
