Feature terraform registry

This PR brings support for distribution of community-maintained providers through Terraform Registry. Details here

• Adds Github Action release workflow
  • Requires GPG_PRIVATE_KEY and PASSPHRASE secrets in the repository Details
• Adjusts documentation format so it can be supported by Terraform Registry. Details

@blz-ea I'll be merging PRs into the master branch and do some follow up testing of all changes in the coming week. This would then be a really good thing to get merged as well, so that everyone has an easier time loading this provider.
