Upgrade deps and dump version to 0.6.0

• Update opentelemetry-rust

  ref: New metrics SDK open-telemetry/opentelemetry-rust#1000
  ref: feat: replace OtlpPipeline with exporter builders open-telemetry/opentelemetry-rust#2221
  ref: AggregationSelector is not needed anymore open-telemetry/opentelemetry-rust#2085

• Use axum instead of use hyper directly.

• Lock runc to v1.1.15 as LinuxFactory is removed in newer version, so it's impossible to pass args to init anymore.

All these modifications require detailed functional testing
