ci: update action dependency versions

Issue being fixed or feature implemented

CI was throwing warnings for several actions we depend on similar to the following:

The following actions uses node12 which is deprecated and will be forced to run on node16: actions/checkout@v2
The following actions uses node12 which is deprecated and will be forced to run on node16: actions-rs/clippy-check@v1

What was done?

• Update action versions
• Replace abandoned actions with maintained forks
