Add support for Alpine linux containers

I ran into an issue trying to use this with alpine. My understanding is we need a musl build to support alpine.

Champion! The .zip is available from the CI build output under the VS2019 image (a release package won't be published until this hits main) - if you hit any runtime issues, just let us know :-)
