ci: 🎡 Publish packages via GitHub Release #8

This PR automatically publishes latest/next packages on npm after a new GitHub Release/Pre-Release was published.
The npm package version is derived from the git tag the Release is based upon.
Thus the convention for regular Release git tags is "v-X.X.X. Pre-Release tags can contain a hyphen "vX.X.X-XXXX".
