when I run the tests on my local WSL machine, where the repo dir is in
~/ts-transact, the tests inv2api.testfails because it's emitting to../../dist, which is outside of my home directory and so don't have correct permissions w/o using sudo. This PR changes the outDir to be relative to the tests directory and to clean up the generated code after the test
