UI Navigation Patients : Removing Other Patient IDs Sequence (0010,1002) from Edit Patient popup still sends it in the request payload

Rationale : For cases where multiple patient identifiers exist for patient record, currently UI can't be used to just remove this sequence to decrease the number of patient identifiers of the patient.

Steps to reproduce

• Create study with patient having 2 patient identifiers

  storescu -s PatientID=030303-999CGI -s IssuerOfPatientID=HUS -s OtherPatientIDsSequence.PatientID=41701091 -s OtherPatientIDsSequence.IssuerOfPatientID=JMS -c DCM4CHEE@localhost:11112 ~/work/testdata/DICOM/modality/CT/CT1/CT1S1/CT1S1IM1.dcm 
  

• Use Edit Patient popup in UI to remove Other Patient IDs Sequence (0010,1002) - request payload still sends this sequence
• User has to use curl to remove Other Patient IDs Sequence (0010,1002) to result in just one patient identifier in the end
