API-25080: Check Status of PACT Act Boolean Flipper Flag in Dev/Staging

Summary

This PR adds the decision_review_sc_pact_act_boolean feature flag to the enabled_features.yml for the Appeals API so that a Slack notification is generated if the flag is found to be disabled.
