Closing, this was a test to prove the workflow works if GITHUB_TOKEN has read/write access...

That won't trigger CI though, and we want GITHUB_TOKEN to have read-only access, so we need #7324.

But this proves the weird error here: https://github.com/dependabot/dependabot-core/actions/runs/4997396031/jobs/8951714830 is caused by the token change.

I've now also re-set the GITHUB_TOKEN back to read-only access at both the repo and org level.
