Update controller-gen version on registry operator

Issue Description

The controller-gen version is a year old and we should move up to v0.10.0 which is the level consistent with HAS to avoid makefile errors. Otherwise, we would need to maintain two versions on our dev environment.

Updating the controller-gen also requires updating the k8s dependencies and replacing deprecated APIs. By moving up to v0.25.x and above we will limit the running of this operator on OCP 4.12 and will not maintain backward compatibility for now.

Some notable changes will include:

• updating to go v1.18
• removing the dependency to the deprecated prometheus common logger and rely on the controller logger instead
• updating the handler used in the Probe type in the deployment spec to ProbHandler
• update the security context (will depend on Set necessary pod security labels on the devfile-registry for OCP 4.12 #966)
• updating cert manager
