What does does this PR do / why we need it:

• Fixes the image tag of the manager container under bundle CSV to use the current version: operator [N] registry-operator (0.1.3) k8s-operatorhub/community-operators#3287 (comment)
• Fixes default bundle image tag under Makefile to use proper version tag format vX.X.X
• Bumps to patch version v0.1.3
