Overview of changes

Add guidance for managing team permissions and update the screenshot for creating an amendment of a release.

Why are these changes being made?

Have had to explain both of these to a couple of analysts recently and when going to link to the right parts of the guidance for future reference I noticed it either didn't exist or was out of date.

Detailed description of changes

1. Add guidance for publication owners on managing team permissions
2. Update guidance for creating release amendments
3. Update admin dashboard screenshot (also used in the #admin-dashboard section on the page)
