feat(plugin): send installation status

Implements DHIS2-15097

Will be paired with a dashboard PR: dhis2/dashboard-app#2285

You can test the "installation" handling locally by adding these lines to node_modules/@dhis2/pwa/build/es/service-worker/service-worker.js, at the bottom of setUpServiceWorker(), before running yarn start:

self.addEventListener('install', (event) => {
    console.log('installing')
    event.waitUntil(new Promise((res) => {
        setTimeout(() => res(), 10000)

})
