Add Character Name Translation #1898

This PR adds the feature of automatically generating character translations.
The properties supported are:

  • display_name
  • nicknames

Steps to do:

  • Update translation status reflecting the new character translation files
  • Fix file lock bug on Per-Project mode
  • "Remove Translations" must delete character translation IDs.
  • Use nickname translation
  • Update settings tooltips
  • Update settings translation folder behaviour
  • Final code quality pass

- Fixed event translations being compared to incorrect key for fallback.
