The contribution process description should be extended with a reference to the new Developer Certificate of Origin (DCO) requirement introduced with dita-ot/dita-ot#2471.

Once the contribution information on the project website has been reviewed & consolidated for dita-ot/website#20, we can link directly to that for details.
