Move IOS_DEPLOYMENT_TARGET and MAC_DEPLOYMENT_TARGET to the command body

Summary:
This diff moves IOS_DEPLOYMENT_TARGET and MAC_DEPLOYMENT_TARGET definitions to the command body. It also adds `set -x` to `build-apple-framework.sh` for simpler diagnostics.
