can't set page permissions for "unauthentication users" role

Description of bug

can't set page permissions for "unauthenticated users" role, the role is available when setting module permissions.

Steps to reproduce

1. open Content > Pages from persona bar, try to edit any page.
2. in the permission tab, try to search for role "unauthenticated users" and add into the permission grid.

Current behavior

can't search for "unauthenticated users" role.

Expected behavior

able to add "unauthenticated users" role into the permission grid.
