Description of bug

Pages with type of "File" can't be created since the files can't be uploaded.

Steps to reproduce

Login to Platform as superuser
From Persona Bar, click Content -> Pages
Click "Add Page" button in upper right corner
Select Page Type=File
Enter a Name
Upload a PDF file to the page

Current behavior

PDF is not shown as uploaded.

Expected behavior

PDF file to be uploaded.
