Description of the bug

Impossible to get to the links dialog in french using HTMLEditor

Steps to reproduce

  1. Install and setup a site with any french locale
  2. Open any HTML module to edit
  3. Click the toolbar icon to inject a link

Current behavior

The dialog does not open

Expected behavior

The dialog should open

Additional context

I found the issue and will submit a PR shortly
