Updates debug build documentation to indicate restarting visual studio #4057

I have been chasing an issue for more time than I want to admit.
Ends up that after changing DNN_Platform.local.build you need to restart visual studio for it to take effect.
Thought it would be a good idea to document it for the next poor guy fighting this issue 😄
