Summary
This PR upgrades the Build project to Cake 2.0.0. In order to do this upgrade, Cake.Frosting.Issues.Recipe was replaced, since it's not yet upgraded to support Cake 2. The basic behavior of the recipe (read issues from MSBuild and report them to Azure DevOps) has been put in place.
