This PR resolves issue #4945
During the first installation of DNN, the installwizard shows a checkbox to optionally set the site as SSL during the installation process. This does the same as selecting SSL "on" in the new security tab. It sets all pages to be secure.
The checkbox is set automatically if the installwizard is called using https.
