jsdom version 19.0.0 includes a fix for a problem we encountered when running the Streams WPTs. To fix this problem, we'll want to use an updated wpt-runner with an updated jsdom dependency inside the Streams standard. This PR updates that dependency.
While I was at it, I also updated the other npm dependencies. 😁
