Contributes to #2995

  • Registers the PCS client in Maestro with the local and INT values
  • Makes Maestro and PCS work together over HTTP in local dev env
  • Improves logging output from PCS

should we add some information on how to run these locally to the dev guide?

I have the DevGuide changes in another and will be completing those further as I will refine the workflow
