[Templates] Updates libraries dependencies content
Updates third-party library content in our templates to their latest minor version.
Description
Updates the third-party libraries dependencies in our code to ensure we ship the latest patched version.
Fixes #57119
Customer Impact
We update the libraries to the latest minor version before release to ensure that customers don't receive warnings when developing in Visual Studio.
