Context

Migrates to the new localization system. See documentation on this here.

Changes Made

Adds the OneLocBuild task to the official CI build.

Testing

Notes

eng/common files will go away once #6370 is merged.

I looked at the docs you linked but I still don't understand what this accomplishes. I get that it scrapes a list of XLF files but . . . then what?
