Backport of #9569 to vs17.9

Work item (Internal use): AB#1936004

Summary

Enable new cache plugin API surface to support calling non-default entrypoints.

Customer Impact

Supports caching invocations like msbuild /t:Build;Test.

Regression?

No, addition to new feature area.

Testing

Automated tests, 1ES scenario testing, already in 17.10.

Risk

Low, addition of optional data to experimental API surface.
