Will merge as soon as all-configurations leg builds since this is causing PR failures.

All configurations leg is passing. I'm seeing restore errors in some configurations for S.R.CS.Unsafe.ilproj. Need to see if those are new.

Looks like @Anipik already had #49396, though that was facing an issue with the S.T.E.W index entries so I'll merge this one.
