Move docs to top-level directory #1034

Move the docs out of the DllImportGenerator directory to the top-level directory. This puts the information about DllImportGenerator in the top-level README so that it is the entry point for anyone looking at this branch.

The first paragraph (about depending on dotnet/runtime) under `Workflow' in the README is the only part I actually added - the rest was just copied.
