NetCoreInternal-Pool is not longer supported on internal pipeline:

There was a resource authorization issue: "The pipeline is not valid. Could not find a pool with name NetCoreInternal-Pool. The pool does not exist or has not been authorized for use.

This PR migrates to 1ES hosted pools instead

Will a backport of #1021 be similar fix ?

@suhsteve yes, I've created a new PR backporting the commits #1021 and #1030 - #1056
