TCMPR plotter as single use case

This is a sub-issue to Github Issue #231
Currently, the TCMPR plotter has a use case which runs the TcPairs wrapper and uses that output as input. Instead, create a use case that calls only the TCMPR plotter wrapper by using pre-existing tc-pairs output data.

NOTE: This issue entails creating new METplus user documentation (METplus User's Guide) and the Sphinx gallery. Follow the template and existing use cases for guidance, under the 'develop' branch.

Committed TCMPRPlotter.conf and TCMPRPlotterCustomize.conf config files to the 'develop' branch. Need to update user documentation.
