This is a sub-issue of Github Issue #326. The TCMPR Plotter use case has been updated to rely on only one wrapper, the TCMPRPlotter. As such, there is now a need for documentation for this simplified use case. Affected documentation is the METplus User's Guide and the Sphinx Gallery.

Only need to create the Sphinx gallery documentation for the single wrapper use case, as the User's Reference Manual was updated in Github Issue #323.

TCMPRPlotter.py, TCMPRPlotter.conf, and TCMPRPlotterCustomize.conf files committed to the 'develop' branch to provide a TCMPR plotter entry in the Sphinx gallery for METplus single wrapper use cases.
