add patch for binutils 2.30 to fix assertion failure

ran into this binutils bug when testing the rebuild of PLUMED-2.4.0-intel-2018a.eb with the WIP definition for intel/2018b (cfr. #6409)

ld: BFD (GNU Binutils) 2.30 assertion fail elf.c:3564

which is known issue, see https://sourceware.org/bugzilla/show_bug.cgi?id=22836

It's worth pulling in this patch since the plan is to use binutils 2.30 as a part of the 2018b toolchains.
