Plug-in registry now provides an OpenVSX instance
eclipse-che/che-plugin-registry#1324

CheCluster will have a new field
#21598

And Dashboard will propagate this value #21600

so CheCode needs to use that value

Grab EXTERNAL_OPENVSX_REGISTRY_URL value and setup it
