I added properties to tune the interval for monitoring for concurrent resources at #23744. now users can reduce the amount of warning logs output by monitoring at longer intervals.
On the other hand, users may have detected hangs more quickly by monitoring them at shorter intervals. but in this case, users cannot prevent printing a lot of the warning logs.
This proposal is adding a flag property to determine whether printing the warning log once or repeatedly (default is repeatedly).
