There is a need to have some place in the UI to be able to disable or turn off the popup messages.

In particular, this enhancement is as a result of a possible operating condition where Core Data has been turned off and messages are sent directly from the device service to the app service via message bus. Under this condition, core data is down "on purpose". Therefore, the constant popups displaying an error indication core data is down are not needed.

This feature is desired for the Kamakura release.

This enhancement would also address the issue in #472
