[ML] Close job defined in index

JIndex Feature branch. Close a job.

This change is fairly simple I had to change the calls for these actions:

1. Expand the job id/job id expression for closing jobs
2. Check the datafeed has stopped (Query for the datafeed Id then check the persistent tasks)
